Population wont get higher than 0.
This is from a new map, just started.

When i build homes for people, they move in, but it wont get my population get from 0 to anything. I had an increase of 1 for a second then it dropped to 0 again.
When i look at the homes no one lives in them, but i clearly see people in the town.

That's usually due a pathfinding error where people trying to move in can't find their way to the house. Check your road access, especially around highways and one-way roads.

I'm having the same exact issue. I've checked the outside connection and my roads from it, and its not a pathfinding issue from I what I can tell. Houses were built, but there's zero cars anywhere on the map.
