There is a problem with the update of realistic population 2 2.0.0
After entering the game after mod update, there is a phenomenon of vacant houses, and the population demand is very high. However, the situation of no occupancy in the newly built community still occurs after reopening the file to 8000 people today. There is a phenomenon of vacant houses in both new low-density and high-density houses. There is no similar situation before the real population mod is updated.

It looks like you might have reached the CitizenUnit limit. Are you using any "cheat" or "extra capacity" assets?

I used these mods. The assets are houses, trees and commercial assets. Recently, I didn't deliberately increase many assets, so I increased about 400 assets. They were downloaded in the creative workshop without using cheating software

I'm not talking about cheating software - there are many assets on the workshop, some labelled 'cheat', that are broken - they use thousands of CitizenUnits each. Given that your city's population is so small, the use of these assets is the most likely cause. These are assets, not mods.

Screenshots of the options panel aren't helpful - many mods won't show up there.

You clearly have an issue, and it's most likely a broken asset.
