Also the prison labor zone only does one thing: Causes non prisoners to be unable to work there (other than wardens/jailors) so your issue with crafting and hauling isn't involved with that.
As simple as making a toggle button on clicking a prisoner, and the toggle enabling or disabling "prisoner chains: Active" so if you have the aptitude, you could probably just add that feature in.
If you want someone fast, you can use one of your less useful colonists for the task, maybe a farmer because prisoners might do that better than cleaning due to their low speed not being a factor.
