I'll see about adding a better tooltip to explain the process. The idea is really to have some very-late-game exploration/archaeology options.
You have to fully survey the cluster. Then you can build a starbase in it and own it, then do the digs.
I'm not sure I understand the mechanics of clusters.
I am currently exploring two clusters (Hromi and Delta Volanis). I was able to build in one of two outposts with Archaeological Dig that I can't start until I control the sector.
But if I have to complete the cluster situation, the game will be over by then because I am progressing at 2.7 per month and the game tells me that I will be finished in 2183 months...
I have also "explored" the cluster system but cannot build a starbase there.
So is there a faster way to do archeology in clusters or is it an end game feature?
1) Your empire survey speed will make things faster.
2) The survey speed of the science ships you send in will make things faster.
3) There's a cluster holding you can find which will give a boost.
4) You can send more than one ship in.
