Once you complete the cluster situation, it will allow you to build an outpost there. Easy to do so from the galaxy map - select a constructor and right click on the system.

I'll see about adding a better tooltip to explain the process. The idea is really to have some very-late-game exploration/archaeology options.

I found a dig site in the Khazan cluster, and built an outpost there though the event. But it won't actually create the intractable dig site until I upgrade the extra-territorial holding. But it won't let me "Commence full dig" because:

...But I don't control it, because there's no star to build a station around the Khazan cluster, so I can't control it in the first place? Considering you can't do archaeology outside your borders in the first place, how do actually I get access to this archaeology site?

You have to fully survey the cluster. Then you can build a starbase in it and own it, then do the digs.

I'm not sure I understand the mechanics of clusters.

I am currently exploring two clusters (Hromi and Delta Volanis). I was able to build in one of two outposts with Archaeological Dig that I can't start until I control the sector.

But if I have to complete the cluster situation, the game will be over by then because I am progressing at 2.7 per month and the game tells me that I will be finished in 2183 months...

I have also "explored" the cluster system but cannot build a starbase there.

So is there a faster way to do archeology in clusters or is it an end game feature?

They're designed to take a while. But there are also ways to speed things up a bit.

1) Your empire survey speed will make things faster.
2) The survey speed of the science ships you send in will make things faster.
3) There's a cluster holding you can find which will give a boost.
4) You can send more than one ship in.
