And the second question : About the adjacency bonus given by the Wiskar to other districts, what are exactly counted as features (all the things that give +1 culture to it ? Does rivers or mountains count ? Does the tile on which the Wiskar is built count ?) and does it stack ? If there are 2 wood tiles next to the wiskar, does it give twice the initial bonus to other districts (2 minor adjacency bonuses hence a standard ?).

1. It doesn't stack. It's an on or off deal.
2. It counts for every single non-Natural Wonder feature, but not those in the Wiškar's tile (I don't think it can be built on features anyway). And adjacency bonuses don't stack: It basically inserts that feature type as a valid minor adjacency for all applicable districts in the city.

I really love them ! There are so many great ideas in their design ! To customize a buff for your districts for each city with the Wiskar, to plan how you build your government plaza to optimize the +1 GP, the random unit with the Royal Hunt... Even the unique Amargarestan of Kawad, that motivate to build a variety of improvement !
They are a bit weak in comparison of some other civ but meh, i like them nonetheless :)
And 4 Leaders? Duuuuuuuuudette.
