Standalone systems?
About the Changed quirk aquiring system it is. Other things are good and more realistic, but I don't think I can stand those changes. But I want your mods quirk system. So, can you make it standalone? If you could make it, why can't you seperate it, yeah? Some people(including me) would be appreciating.

A separate mod about quirks - why not? If more people ask me to make this mod - I will do it.
But keep in mind: it will be incompatible with other mods that modify the original files of quirks and heroes.

Does that mean that the mod would or would not be compatible with mods that simply add new quirks?

All of the mods that add quirks (at least the ones I use) use a new file for them and don't touch the original quirk file, so those would be fully compatible based on what @Manvod answered. The mods which wouldn't be compatible would be those that alter existing quirks.
