Now the tempest shoals as I have mentioned will become larger as the game passes the mid and late game stages what I did not mention is that the events that spawn ships into the shoals stack with each other to a point. EX at the late game say that a shoal only has 1 mother ship and about 5 interdictors after a fight within two months it will spawn 3 Ships one of which has a 5% chance of being a Mothership instead do to it being the Late game however once the fleet has over 11 ships it will only spawn two ships every two months with a 5% chance of being a mothership. Once at 21 Ships the fleet will only spawn 1 ship a month with a 5% Chance of being a mothership.

now under normal (non-modded) events about 3 fleets spawn in the factory system every ten years or if there are no enemies within the cluster a fleet at every L-Gate. This event has not changed other than the fleets now being 11 ships in number 1 Mothership and 10 Interdictors. However I added more events to increase this number.

At the Midgame point a event adds 3 fleets every 13 years each with 1 mothership and 20 interdictors if there are enemies in the Cluster. Else it spawns a fleet of the same size at every L-Gate

At the Lategame point a event adds 3 fleets every 20 years each with 1 mothership and 40 interdictors if there are enemies in the Cluster. Else it spawns a fleet of the same size at every L-Gate

and all of these events work together. so yes your occupying force within the cluster can face 12 fleets of varying sizes or if you don't have fleets within the cluster 3 times the number of fleets that spawn in a system with a L-Gate of varying sizes. And remember these fleets can reinforce themselves if their motherships are still exist within the fleet. But again to interate at the late game their fleets will not get bigger than 41 ships each.
