I was developing my empire as I normally do but I'm now getting a different event chain for the precursor databank... before had the following ways of obtaining it:

steal from fallen empires (which I don't have spawn)

buy form curators (which I would do)

or make it myself

now I got a brand new chain to develop it my self that I tried, but it ate up my research team, now I have these two options that I am unable to do:

pay the Phanon corp

or buy from the curators

Is this a bug, is AOT involved, or what is going on? Please help.
