Its making it a little hard to build or upgrade buildings
The add_pops works once you are able to see the pop ID (in my last two playthroughs I usually couldn't via debugtooltip for the first 80 or so years), my guess is something from the 4.1+ patch broke the above events.
So if anyone else has the same problem merger of rules works fixes it but probably breaks other stuff Wich is fine as long as I don't notice
HOWEVER, in final spark, you simply do not have the natural means to provide the needed dark matter and energy to keep the 4 starting districts going. the innate "pseduo" delphic buildings barely have enough to run what you start with prior to the upkeep changes.
In otherwise the problem is that as it is in final spark your economy crashes hard, which makes the origin effectively impossible. I would recommend finding a way to either wave the costs just for the homeworld for the origin maybe temporarily or maybe spike the production for the starting buildings. in either case until you get delphic technology proper anyways...
I guess I'll try getting rid of every mod that could be affecting the capital building until I get the one that works
Still strange tho I would think that the problem would be fixed with the load order but 1 of the mods is apparently very persistent when it comes to the capital building

Each of the districts cost 10 dark energy and 10 dark matter upkeep. (with is normal). i dont see what you refering to. (also There's no ''City'' district on fractured worlds, other then the Shelters ofc)
