Out of curiosity, why did you not make this an animated texture, or include one?

Because honestly I'd rather give people with the understanding of how overlays work with a more flexible approach. Also, as far as I'm tracking, textures can't be animated. But I could be wrong.

How does this work, I can't find the overlays option. The tuturial wasn't much help...

The option to make overlays is the same as putting in sounds, or new clips, and can be manipulated the same way. Going to the movie editor (Which is the option where your scenes are illuminated on blue bars.) On the far right of this part of SFM, there should be a scroll bar. Simply scroll down, past the sound portion (The green bars) Until you reach the bottom, where the Overlay area should be. Right click, add overlay material. The rest of the tutorial should help you.
