How do you build the Ground Mining Facility as the Rebels? Can they build them? The in game text and the wiki point to yes, and I know you can only build them on certain planets, but I own several which say you can build mines on them and yet my build options do not include Ground Mining Facility or any other money boosting buildings besides Supply Depot or Manufacturing Base.
