When capturing Bespin, you must do with Vader. And if you didn't, you must put him ON the planet for cutscene to prompt.
After that, wait 6 weeks, and Moff Jerjerrod will tell you to scout planets for DeathStar.
If you own some planets and can't scout with a drone, just add random ship with a drone and move like normal fleet on that planet and will count as scouted.
After that is done, move Jerjerrod to Endor.
Death Star cost 100k and 250pop. Keep that in mind. You also need huge fleet for the mission.
Regardless if you fail the mission or not, Vader and Palpatine are removed.
