It is reduced over time. You could see it as a temporary penalty after having recently conquered a planet, as you spend some resources to repair infrastructure, "grease the wheels" etc..

After a few weeks, the penalty is gone.

Shoulld disappear after you build an outpost/base? Should have one on each planet in any case as a minimum to have a chance fighting raids.
