I'm not sure as to why, maybe I haven't read the notes yet but even though I have space tech 1 and enough money to get the space tech 2, it does not allow me to build it. I've completed the Mon Mothma mission to Mon Cal and have plenty of planets where I can build it but it does not allow me to build it.
