Not sure I follow; if you're talking about your national stockpile that shouldn't be depleted unless you actively choose to sell equipment through the armstrade interface. If you mean that it all gets bought quite quickly and you can't control who it goes to, that is a drawback of the current system and what I'm working on overhauling next.
