Steam Workshop does not install anything in the regular NWN or NWN:EE folders. Anything you download from here will normally only function when you play NWN:EE through the Steam app.
You can manually copy the files from the spot you found them into the correct folders, or download the CEP (and pretty much all content from the last 15+ years) normally from the Neverwinter Vault (https://neverwintervault.org/).
I do not play games via Steam myself (only installed it to upload things here), so hopefully if you have more in-depth Steam-related questions, there will be others that can help you out.
Hi! I encounter the same problem. Is it that I can only download it through Steam when there is a module that actually uses CEP? Thanks, because I am playing through Steam, or do I have to use the mobile app?
If you are only playing NWN:EE via Steam, subscribing to the CEP in the Steam Workshop should have it work for you (as far as I know). If you wish to play outside of Steam, you would need to either copy all the CEP files into the proper spots in your Documents folder or download&install the CEP as normal from the Neverwinter Vault.
Either way, you will only see content from the CEP if the module your are running was built using the CEP. It does not affect modules that don't specifically use it.
Thanks a lot! So if I want to make modules with CEP, I need to copy it somewhere else, right?
Yes, that's probably best practice so you don't loose your copy of the CEP if you ever uninstall the Steam version of NWN:EE or unsubscribe from this version of the CEP.

After that, the hak assets should be available for you to use. If not, save your module, exit the toolset, restart it, and reopen your module (in the older version at least, you sometimes needed to restart the toolset once to get it to use new art assets).
