[WOTC] Use Boom Actions With Momentum

Adds configs to Zelfana's [WOTC] Use Free Actions with Momentum which will allow for Throw Grenade actions to be taken with Movement Only Action Points.

This config setup will NOT enable Launching Grenades or firing Heavy Weapons with Movement Only action points.

The core reason for this adjustment is for my Dark Templar class (Proficiency Plugin: The MOCX Initiative Factions) which has Prep For Entry as a Squaddie rank ability.

This mod will enable that unit to now use Prep For Entry and Throw Grenade abilities during Momentum.

This ALSO has side-effects of anyone who gains a Movement Only action point can now ALSO use Throw Grenade with that AP, which is why this is offered up as an OPTIONAL add-on mod.
