I am able to recruit them just fine, from the same building as vanilla Khorne chosen. You either have another mod that's causing conflict, or you don't have the most recent version.

I think you should fix this by making all unique ancillaries immortal und not being able to be stolen in ancillaries_tables.
but funny aside why are his items not locked?
I'm playing the Khorne faction, but I found that there are no buildings that can recruit bloodspiller( The Daughters of Khorne), isn't that strange?
Should be fine, Mixu is only needed for unlocking recruitment of the generic lords/heroes
