If it complains about the dll version, then the mod itself is outdated. If this is the ore truck mod you're talking about, then one glance at the comments section could've told you that, too.
The last significant game update happened on September 24, 2020. Any mod that changes gameplay behaviour (so not just some simple graphics stuff, like nicer looking tanks or something), and which was not updated on or after September 24 2020, will not work.
Also note, it is 100% impossible to enable multiple mods that change the game engine. Such mods offer a .dll file that replaces the internal classic game engine in its entirety. Nothing can automagically merge multiple such dlls to give you the changes of both.
