And the cygnus site is great. I have so much saved from that place.
I've recently been working on a story for an Excelsior class. (basically a refit-refit into the late TNG stuff) If you want to take a peak, I have a facebook group/crew under USS Infinity.
I'm semi using your model to make it in Empyrion. The modifictaiton I've made has bumpted it up to a class 19 rating. hehe

Yes, that's precisely it. It wouldn't be as accurate, but you could make a room with a 1x1x1 space designed to look like a Turbo-Lift just as a Cosmetic, and then add a "Manual access section" which is realitively hidden and put stair-cases leading from them. You could even add a sign saying something like, "Turbolifts out of Service," or something like that. I've fiddled with a concept like this once or twice, but I never had the time to build an entire Starship like the ones you do. But I guarentee you that if you do build this, I - along with ALL of my Trekky/Empyrion Buddies - will Sub/Like/Fav it!
I have also added six downfacing L thrusters, two more XL and eight more L facing aft in the nacelles. Plus four more aft facing L thrusters in enclosed compartments on B deck.
+70 T2 RCS. She's much more agile, now.
Something to keep an eye on, at the bottom of the shaft made of fuel tanks, behind the two wall mounted RCS units, there's a void in there that opens to space near the missile launchers that will prevent most of the primary hull from pressurizing with the central atrium open. Took me FOREVER to find it.
