I'll see what I can do about making it a player model. I'm still learning the ropes and I'm kinda picky about how flexible the ragdolls are, so they will more than likely end up like the regular citizen ragdoll/regular valve skeleton.
I do not own any of the stuff I port, so I do not mind if people do stuff with it. All I ask is that I get notified.
In order to make this a playermodel you will need to rig it to the valvebiped skeleton. I would advise scaling the valvebiped to the size of the unreal skeleton first, and then copying the weights over.

Joint constraints should be fixed now. Also tweaked the texture slightly, although I could not get them looking the way I wanted.
