Yeah, it seems to be impossible to add city graphics without ships. So these ship sets are a placeholder. If you know any mod that adds city graphics without ships though, link it here - I will take a look at the code

Yes, I have done quick testing and the mod works well. I have updated to have Stellaris 3.0 as supported version!

It should, but if you will encounter problems then feel free to report them!
In Stellaris the looks of species, ships and cities are all hardcoded into species classes. It is impossible to add new city type without creating a new species class that should have it's own race portraits and ships. So the problem is unavoidable.
This mod should only increase the appearance of city pictures

No, Progenitor City & Millennium City were abandoned by their initial creators and I haven't gotten to make ecumenopolis graphics for them yet. Maybe sometime in the future but no promises since I am not very interested in Stellaris anymore.
