I took the model from a collection of Keen's 'example mods', uploaded by Rider. I don't think it ever was an actual mod of its own, it was just included in the game files but never used:

Hey, Where did you get the medium thruster originally from? I'm trying to get the basic one for it and cant find the original medium thruster mod at all

They are Ion thrusters, so they're really only meant for space. They do work at something like 30% effectiveness in an atmosphere though.
