It Isn't difficult to do this mod, just a bit time consuming, so if anyone wants to pick it up, they're freee to do so, using as much of the original mod as they want.
I haven't tried Astro's mod (although it does look interesting), but looking at the description, it wouldn't surprise me if there were an incompatibility. Sadly, I doubt this can be easily fixed. I'd probably have to make a version of my own mod specifically to work with Astro's mod.
However, within those constraints, you can edit the United Nations of Earth race however you like before you start playing.
If the event chain doesn't start, then one of the following is likely to be happening:
1. You did not pick United Nations of Earth as your starting empire.
2. You did not pick 'Let's Colonize Sol' as your starting solar system (it is very easy to forget this - done it myself).
3. Another mod is interfering with the firing of my mod.
I'm willing to look at mod compatibility, if people are aware of a specific mod that causes problems with my mod.
Also, are you using any other mods?
The mod is intended for flavour, rather than providing a really good home system. It's a lot of work to terraform all the planets (probably at least 20-30 years, and often longer), and the only decent planet you get is venus. The other planets vary between mediocre and poor.
It's a liittle unbalanced perhaps, but I don't think it's greatly unbalanced. Probably not great for multiplayer, though.
If you have any suggestions for the mod, I'm happy to consider them.
It also seems to work if you save the modified United Earth Empire, too.
Fyi, if you're interested in the details, it works by using a flag tied to the United Earth empire to determine whether to initiate the colonization project.
