Also, with start biases I'm looking to use the most accurate bias, not the one that would fit the design the best. If you have a problem with that, it can be edited within the civs' Civilization.sql files.
@jorisgoedbloed Hmm, I've never had trouble with the Samoyed Sled before. Are you sure you had it stationed on a tile where a Camp and/or Trading Post could be constructed?

Also, it seems like the Nenents should be the one with the forest bias while the Evenks should be tundra, since that's what their repectives UI/UUs depend on.
