So if you were happen to be Shia Turkish.. You cant just simply create that kingdom? or some tengri? :D Why you put religion restriction to that kingdom. i mean.. You can either say "Orthodox Or Sunni" or you can say Greek Turkish or Roman. why either turkish sunni turkish orthodox turkish catholic or for the other cultures too. Anyway. Your mod your decisions :P just thinking.

The 2 duchies thing is set in the defines and is shared by all kingdom titles in the game. If you want people to be able to form the kingdom without needing these 2 duchies, create a decision allowing the player to get the kingdom under you own conditions
