that would just be a magnorbs shield. like the seashell shield, but magnorbs. also, that would just be a magnorbs launcher.
Magnorbs uses a script that allows it to change into the shield when you hold alt-fire (Right Click), and alt-fire is only available for two-handed weapons.
I'd have to make a new shield item that uses the same sprite and even then it wouldn't represent using it as intended. Since it's pretty much impossible to break past as long as you have energy to keep it up.
