I seem to figured it out. Be aware that I am inexperienced too and there might be a problem here... somewhere. But as far as I tested it works as expected. Here's what you should do:
Open file ..\common\edicts\increase_planetsize_edict.txt
Find "potential = { NOT = { planet_size = 25 } }" and change it to something like this:
" potential = {
NOT = {
root = { planet_size = 25 }
root = { is_planet_class = pc_habitat }
}
}"
Also, hooray to reverse engineering!

Okay, had a look at that mod. I like the look of it, and I see your point.
However, I've not played Stellaris in an age, let alone modded it. I'm not familiar with the post-Utopia content, so I don't know how I'd go about excluding habitats from Usable Planet Size Increase. If you could get someone who does know how to tell me how to correct my mod, I'll publish an update and mark it as compliant with the current Stellaris version.

Hello there. Love your mod. But I've ran into a slight problem with balance. As of now it allows you to add plots not only to planets but also to habitats. It's nothing big but makes mod like this one pointless - http://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=928792981 . I'd be very happy if something could be done to exlude habitats from an edict. Thanks anyway for both mod and possible future response :)

Does this just add empty tiles or does it apply some RNG so it could be a new resource or empyty?

I WILL be updating this mod for 1.5. Frankly, I expect the "update" will be trivial, consisting of changing the compatible version number.

It is not, in fact, a ripoff of DocFlamingo's Land Reclaimation mod. I made this entirely unaware of DocFlamingo's, and mine differs on several key points. I reverse-engineered Averax's Planet Increase Size Edict mod, but I did NOT rip off any of his code, or anyone else's. It's all original, and saying otherwise is a slander.

yes it still works, at least for me. Doesnt seem to cause any conflicts however i am getting crashes at random times but i have a ton of mods active and my error log doesnt indicate any issues coming from this mod. In short, yes it should be working perfectly, and it is such a great addition to the game.
