Open file ..\common\edicts\increase_planetsize_edict.txt
Find "potential = { NOT = { planet_size = 25 } }" and change it to something like this:
" potential = {
NOT = {
root = { planet_size = 25 }
root = { is_planet_class = pc_habitat }
}
}"
Also, hooray to reverse engineering!
However, I've not played Stellaris in an age, let alone modded it. I'm not familiar with the post-Utopia content, so I don't know how I'd go about excluding habitats from Usable Planet Size Increase. If you could get someone who does know how to tell me how to correct my mod, I'll publish an update and mark it as compliant with the current Stellaris version.
