I think it just happened to gain a lot of attention and they added it to a Stretch Goal
Quite interesting. I never really looked at his DA, so I just recognized him as his Starbound Community name
It confused me for a while, but if you check JohnSu's deviantart and his twitter. you will be able to find enough evidence, especially the similarities in his artwork style with Bietol's avatar icon in the forums, his current artstyle, and with the similarities of Bietol's original design.
The Novakid was a community-created idea, and Starbound liked the Idea so much they created their own version based upon the mod.
Bietol created all the original lore and design, along with a few concepts. The Novakid+ mod was a mixture between Bietol's Novakids [community.playstarbound.com] and Suika Ibuki's Anodynes [community.playstarbound.com], which shared multiple similarities. Bietol credits Suika for the original design the novakids were based upon.
During the announcement of the Stretch goal for the Novakids [playstarbound.com] the mention at the very bottom "A special thanks to all the wonderful community members involved in the creation of the Novakids!"
Uh, I do believe that the developers announced novakid and someone modded them in because of this because they couldn't wait. Not sure about this, but I'm pretty sure it was the developers' idea.
