I assume these weapon mods come with their own scope overlay files?

The only way to fix those would be to manually edit the scope texture files for the weapon mods themselves.

1440x900 doesn't have problems rendering the default scope. So no you won't need this mod.

This scope and any other scope mod labeled with the "OVSF" is specifically made for players that naturally experience the oval scope bug.
