If you (or anyone else) is still trying to get it to work, the way I've found that's best is to download Pack File Manager (don't have a link handy, but can probably find it pretty easily), and use it to open this mod
File>Open>[find your Total War WARHAMMER folder, probably in Steam>SteamApps>Common]>Double Click on Total War WARHAMMER>data>[Scroll down to "no_extra_upkeep.pack" and double click]>[Click all the plus signs]>[Rename the last file from "no_extra_upkeepdata__core" to "anoextra_upkeepdata__core"]>File>Save>Close Pack File Manager.
That should get you guys good to go. Pack File Manager is a modder's tool, but it's pretty easy to use for anyone just wanting to change a load order. The way the game loads these files goes by the name, and anything starting with a "higher" letter in the alphabet gets priority.
So say you have a really cool mod that starts with a "b" and makes major changes, then you have another mod that starts with an "e" which touches on areas covered by the "b" mod, and you want the "e" mod to overrwite it, just add an "a" before the mod that starts with "e" so it is now "ae" and it will load over the mod starting with "b."
For a lot of these very small mods that is all it takes to "fix" it. This mod doesn't really need updated at all, because it changes very little in the game. All it needs is to be given priority over game files, and that can be changed by adding the "a" in front of "no_extra_upkeepdata__core".
Its an artificial Difficulty for the Player only.

just go to the total war warhammer folder, go to data and rename the no_extra_upkeep.pack into 1_no_extra_upkeep.pack and check enable out of date mods in manager
How do you do that?
What additional upkeeps have been added? The mod still works for me. I just had to edit the file name so it loads over anything that might be overwriting it.
This Mod needs to be reworked.
Totally agree, its a must do for me to, for the last Total War Games to mod many Things correctly.
They restrict the Player more and more, killing the Fun with annoying Public Order, Attrition, Upkeep, Building Restrictions and strange AI Behaviour.
But Nobody wants to see that in a Total War Game:
The Player only wants to have good Fights with the AI, which demands something from him!
After getting rid of some anger: Thanks for this mod. Most of the time I'm quite happy with games in their vanilla state but lately many games aren't fun any more without people like you fixing stuff the devs were to lazy do in a correct manner.
So its another Thing for the Player only ...

There would also be no point in increasing the value on higher diffilculties since higher upkeep for ai troops wouldnt increase the difficulty and it was meant too by a tool against spamming lords and small armies which is against the usual AI behaivour ,of only recruiting a new army if the current stack is full or too far away.
I cant proof that it doesnt effect the ai but all the evidence i got is against it.
Tweaking the additional Army Upkeep in my Mod i wondered if this affects also the AI, because there is no Sign at all for this.
How can you be sure, that this doesnt affect AI ?
