The crane model is currently used in cp_snakewater, I believe. It was originally created for the custom map ctf_laynedecker.

As far as i know, it wasn't even used in TF2. But it's a crane, someone wanted cranes.

to be honest, the crane looks more like it's a skybox prop instead of a full-sized one...
