So, nevermind! You've done it all correctly. My mistake. Still an excellent mod overall!
I've played Jagged Alliance 2 Gold Vanilla (v1.12), and I remember there being 3 voices to chose from for male and female IMP Characters. They always been there.
For the JA1/DG mercs though, I won't do it since he's already done them.
That is a mistake, thanks for pointing that out.
The closest we have is this by BunnySlayer:

I'll probably update the description for those who want the full experience.
You could always make a character pool with characters customized to look as close as possible to the JA mercs and give them their custom bios and voices. That way during a campaign you could come across and hire some of them.
I wish I could implement merc relationships into XCOM 2 too, but I'm gonna have to wait until someone actually models the mercs' faces and hairstyles from Jagged Alliance 2. When the time comes though, I'll be ready.
Good call on bringing these voices in. Shame its not possible to incorporate their relationships with each other and their various personality quirks. Can't even recall how many times I gave that one bastard an essential order only to be told "I'm busy!"
Yeah, they will be in the Wave 4 pack.
