I think if it's flat it then it's very important early game, and not that important late game, so I think I'm going with percentages. Maybe 10% 20% but not set.

These values will editable in the .INI, including different DR for grenades and a flat DR version option too.

Not sure if that reduction is pre or post armor reduction yet. Pre armor reduction make it more powerful since the percentage comes off the higher number. I think this might be too good but it's pretty easy to shred armor in this game so maybe not.

How does the damage reduction work? Is it a flat amount based on the type of cover or is it a percentage or even something entirely differently?

I have damage reduction working for regular shots and weapons that hit one target, but I'm trying to get it working for grenades too. But for grenades you have to a different map coordinate to determine if you have cover (the center of the grenade blast). I may release a shot-only DR version if I can't get it working, but I feel like I'm pretty close.

I am planning on adding damage reduction to this mod, possibly over the weekend. Haven't settled on values yet, may be a percentage rather than a flat value so it scales into the endgame.

After finding out that cover was a virtual a waste of time in the game this mod is very welcome. Thank you.
Cover should mean for something, but seems to be pretty worthless in the vanilla game..

I have another yet similar idea. Not sure if you would want to make a different mod for it or not.

Bump up High Cover's Defense Bonus, but for Low Cover, it gives Aim Bonus instead.

These are the same values as long war, except that Long War also gives cover damage reduction. If I can figure out how to do that, I will add it to this mod.

I personally put them at 25/50, and modded all other bonuses to play on that- Aid is low cover, single move vs reaction is low cover, double move vs reaction is high cover, Suppression is.... well, still high cover.

If anyone's curious, the files are DefaultGameCore for everything but Aid, which lives in DefaultGameData_SoldierSkills
