In any event, use that mod that allows you to load saves without the required DLC, and then edit
[Soldier X2CharacterTemplate]
CharacterBaseStats[eStat_Offense]=65
to
[Soldier X2CharacterTemplate]
CharacterBaseStats[eStat_Offense]=75
in XComGameData_CharacterStats.ini in your My Games folder. That will recreate the mod and allow you to load any saves created while it was installed.
It doesn't make sense that with all the down time rookies have they aren't made to practice their shooting skills at least a little.

Sarcasm aside, do the new guys get a permanent, career-long +10 aim bonus (potentially overpowered at higher levels), or just while they are rookies?
I don't even use this mod, but no harm in putting it up if people want.
