Because it was made in 2016 and photon has came a long way since and I never bothered to take this addon down or update it.
Thank you. Also if you have TDM's emergency vehicle pack, the crown vic in there has the riser with a NYPD skin automatically.
There are two cars. One with the sticks up and one with them down in this pack. I made these waaaaaaaayyyyyyyy before TDM made the animated lowering and raising bars. So sadly there is not a way to raise or lower them by themselves. If you want the animated ones, TDM and others have made NYPD cars with the animated bars.
How do I lower them?

Sadly I don't know how to code such a thing, you aren't the first person to act for that. TDM did add coded high risers and I also made this before the smart arrow and the coded high riser were added to photon. There has been others who already added all that to a nypd crown vic. So, I haven't had much of a reason to update my car. That and I like the fact that I made the high riser from stratch and released it via photon before anyone else ever had.

lot a possitive things but one bad thing
if you want the sticks up you haf to go all the way to the spawn menu and spawn nypd highway patrol 2 . THIS IS A REQEAST NOT IN A BAD WAY . add a code or something to make the sticks go up

overall its a nice car
I wish I could. Maybe someone can make a camera over lay to look like the police dash cam. Only thing I can suggest is welding a camera from the tool tab and using that.
You have to spawn the car that has the highrisers in the up position. Can't remmber exactly what its listed as, but the name should be similar to the down position highriser.
but can u make cars with the messenger boards from now on?

Forgot to mention, there are some nypd cars already on the workshop that have the orginal rotating vectors. If thats what your looking for.
I think he was asking for the older generation cars that had the vectors.
When you say classic, do you mean as in the orginal vector light bar?
how do i apply it?
This may sound stupid, but has it done this more than once? Like have you restarted the game after it first happened?
Do you have all the "REQUIRED ITEMS" listed? Because if your missing even one of those, it can throw the whole car off.

I been thinking about that and will probably consider it, that is if I can make an animation through photon. My concern is that it would have to be a scrpit through the car itself(like lw's ambulance with the rear doors). So if there is any hope to doing such a thing through photon, i would do it in a heart beat.
