Alternatively, it's possible to note the combinations of artifacts and techs they produce and print them out, since they're a very limited set of techs and artifacts.
I've tried removing the mod and letting my game resync to get it again. Still nothing. ;'c

Note that this was tested with no other mods installed, so this is not a mod vs mod compatibility issue.]
It installs and the game runs, but the artifacts dialog does not open at all once it is installed.
There is the new overview dialog (and that *does* open from the + menu), but without the artifacts main dialog, this is not useful. Removing this mod for now.
@Laetan: I don't see any changes to the artifact UI with no mods loaded. Could you please elaborate? You mean we no longer need this mod? It'd be great news. :D
You could try just deleting the v.1 item in your MODS menu, then exit to main menu, and enter MODS menu again. The game should automatically check for your subscribed items and download the latest versions.
Although I'm actually not sure exactly how this whole Workshop thing treats updates and versions. orz
Again, I want to note that anyone is welcome to take code from this mod and use it freely, all my changes have the "mnf" comment string. So conflicting mods (which most certainly would be more elaborate mods than this) please feel free to incorporate these changes and tell your users to stop using this mod.
I'm currently playing with this version downloaded from here and it works for me with Rising Tide 1.1.2.3009 (at the main menu screen).
