As I don't own the item, I don't bother to check.
So what you're saying is they did something and it no longer works.
I only provided the the 2 colour VTFs they were broken in SFM. The engine would find the normal in the original folder and meld it onto the character.
If any of the above things have change and are still using the same paths and material names and you have this in a higher priorty folder, then the vmt will find this and apply it as the basetexture over the new model and anything else the game vmt calls. The normal map comes from the game folders.
This goes to your Workshop\materials\models\workshop\player\items\pyro\xms2013_pyro_arctic_suit
folder.
Unless you give workshop a higher priority than your anywhere you have these tf textures or move the path and files to a mod folder that has a higher priority than those, it won't be seen.
