The shirt cosmetic isn't included because its already an official cosmetic in TF2.

You can find it by going through these folders in spawnmenu
Games>Team Forteess 2>Workshop>Player>Items>Spy>Majors_Mark

Click on the folder named ''Majors_Mark'' and it will load a spawn icon of the cosmetic
(Spawn icon might be very tiny)

You can find the jacket in Gmod's files already. by opening these folders

Games>Team Fortress 2>Workshop>Player>Items>Spy>Majors_Mark
(A tiny spawnicon should show up when you click Majors_Mark)

Major's Mark has been removed form the addon. due to the item already being accepted in TF2
