Do you do civ VI modding now? A civ like this would be epic there.
Strange. But it might just be the Civ 5 AI. Do you have any AI modifying Mods? That may be the conflict. As I don't really do Civ 5 modding anymore, I've mostly stopped supporting these.

He is not the leader because unlike the other DBZ Leaders I selected, Lord Guru died of OLD AGE. These DBZ Civilizations may have one or two references to the infamous TFS Abridged Parody, but they are truely meant to be similar to that of the cannon show.
Lord Guru should be the leader, I know he died, but so did freiza. And the saiyans.
I agree with an earlier comment, that they should require MUCH less food to function, and possibly a bonus to the city when near water.
To wish for peace, the power to destroy, or to outlast with immortality.
It's a joke.. But maybe it's actually balanceable.
By not creating a wish option stating "Shenron, I wish to win this CIV match!"
Otherwise you could say do it like this maybe?
- Peace, gain alot of faith over-time a.k.a turns.
- Destruction / Power, every military unit gains a tremendous powerup in attack.
- Endurance / Immortality, your capital city gets infinite health/defense,
OR (not both)
One selected unit gains a similar stat where they can outlast their opponents with.
OR (mixture of 1st and 2nd idea)
Every building and unit gain a similar stat to both the 1st and 2nd idea.
As for other civilizations, I'd say Red Ribben Army, Piccolos demon kingdom and Planet Trade Organization would be good choices. Also if you're interested, I think I had a pretty decent idea for a Kamis lookout civ.
