Unfortunately there is no way other than to embed your files into Rise of Nations' master files, or have the music available as part of a mod. I'm sorry.
So fingers crossed, we won't need to use this mod in future. Thanks again for making it FooBar!
A lot of the time when I load up a singleplayer game the mod just doesn't seem to do anything. It will be a game that I have played with the script running and the mod working normally, but when loading it back up the console just sits waiting for mood info to be sent and apparently not receiving any?
There also seems to be some issue with pausing. Sometimes I've set the game to start paused, or I've loaded a game paused, and the console enters a continuous loop, displaying:
Exception: WasapiOut is not initialized
Setting music mode: paused
These two lines loop until interrupted with a command like playing the win/lose music. But regardless it never seems to be able to recover from this, requiring everything be restarted.

@ZeroX - Glad it's helping you! I love the music in this game and was sad when the music was bugged in the steam release. It's a shame they have never patched it, but at least by writing this mod, it has allowed people to have a decent workaround.

then you can probably get a quick and dirty fix going by copying the tracks folder to one of those locations (if you're on a 64-bit Windows then the first path, if you're on 32-bit Windows then the second path).
And it's not just one track, there is no music whatsoever coming from it. I can see that it's setting music moods but it doesn't do anything. Shame.
