I will try to update the mod this weekend!
The other languages did not work for me either. It was a problem with file encoding, which was fixed after converting the files from UTF-8 to UTF-8 BOM. The mod has been updated.

Given this mod changes country names and I don't believe I have another that does, would this be a bug?

Maybe you can tell the author of the mod about https://eu4.paradoxwikis.com/Localisation#Replace_localisation_keys . With this method a mod can change individual localisations without overriding everything in the same file. This way the mod will not break unrelated localisations

But portuguese colonies should not be called "Portuguesa" but -Português
It is not Portuguesa Brasil,the correct way would be Brasil Português,with a few exceptions.
