The only problem is, it makes the previously minor settlements better than the major settlements due to having special resources, so I think I will have to give every settlement a resource of its own.
As for the existing resource points, it would be better if they could be placed next to them (like some main cities with attached ports).
If I or the AI is building a structure that improves/add units to the garrisson, does the garrisson actually increase?
No, I mean administrator.
When the administrator governs minor settlements, "Grant independence" option does not exist.
@Bop They don't. I haven't edited the minor settlements in any way except adding the secondary buildings to their building slots.
These independent commanderies do not seem to allow the governor to become independent.
