That's awesome MasterChief and had to be a lot of work.
As I mentioned this was not the mod's fault but the game itself. Before I started the Academy run I googled the win conditions as well as looked at the wiki. Neither mentioned it. So you can imagine my reaction 50 hrs in when it pops up!
If the devs want to add this the least they can do is have supply depots go to tier 3. I always want all my bases able to refuel and repair. One could just build the game's default shipyard on the surface and build some defense ships but taking off and returning is not the same if it was in orbit and requires extra transfers just to get your ships back to the base.
Anyways thank you for the update!

just a heads up to those playing an academy run. One of the win conditions is having a surface settlement on each of the major planets--like mercury, earth, moon, saturn..etc at tier 3 and all powered. the cheat shipyard or spaceyard won't fulfill this as they have to be tier 3. secondly I wasn't sure if they function as a supply depot as the description doesn't say they do so I built a supply depot. this screwed me up as well as that's not tier 3. so the only fix is either build another one using only tier 3 items (I don't want them all to have the game's shipyard as it makes keeping track crazy) or decommision the ones not tier 3.
So right now in my run I have researched all tech but I don't have a single base that is all tier 3 and powered so will have to go back and deal with this before I can attack the wormhole.
It's not the mod's fault. This is 100% player error though it would be nice if both the shipyard and spaceyard had a tier 3 that also worked as a supply depot.

I'm not having any success getting the event to trigger, uninstalled the game and deleted the mod files and reinstalled with no success.

I started new games played pass october 2022 but the event never triggers? is there a screen shot of the event i can see to see what im missing?

@Daedalus Please make sure you have enabled the mod.the cheat menu should Appeared in October 2022.if dont please delete with in the game files. and reinstall within the game files.

@MasterChief Ok so I changed TIOrgTemplate and TIProjectTemplate in terra invicta\mods\enabled\terra invicta cheat menu (NG) files to the original file that is located in workshop folder and super councilor works flawlessly! Thanks for the Insight!

@MasterChief Oh I found the reason why Super Councilor didn't work. TIOrgTemplate file and TIProjectTemplate in [steamapps\common\Terra Invicta\Mods\Enabled\Terra Invicta Cheat Menu (NG)] directory was corrupted. There is only one Super Councilor and only one ORG research and it was marked repeatable. I will try to fix it and replay the game.

@MasterChief I reinstalled it but it really didn't change anything. I don't know much about Terra Invicta coding. Can you give me instruction to add 6 Super Councilor Org immediately after achieving Cheat Enable Project?

@Genkins46 This is really strange, my file doesn't have this issue. You can try changing the code yourself, or delete it from the game mod folder and reinstall.

@MasterChief Thanks for the quick reply. I'm currently using Enable Ahievements, Universe Bounty, and Korean Translation mods. I've been reading Org Templates json and Project Templates json and it seems that the mod gives me repeatable Org project, which is wierd. It should give me Org 1 project → Org 2 project → ... → Org 6 project.

Hey Thanks for the mod. I have an issue regarding Super Councilor. It seems that I can only obtain one org no matter how many times I repeat the research. Can you fix it? Thank you in advance

Ok so for whatever reason the name for "Funding" in the games files is "SpaceDev" (?), so for orgs this is what you need (+250% bonus)

I've managed to do spoils, it's fairly easy. For 250% spoils (per org):
