Steam sometimes failed to detect changes of workshop subscription. You may try re-subscribe to the mods you need as a workaround for this behavior.
You will get launcher from mod in required items.
Regard to github:
It is now only used for storing source code. The version of program currently released on it is an very old test version.
If needed, I can create a new release with latest version on GitHub, but I likely will not maintain it frequently.(so to speak, recommended get newest version from workshop)
It is a quiet complex question. Considering I am also using a complex approach at the same time makes it more difficult to answer.....
I may recommend you using examples in game folder\mods\tools\ExampleFiles3dsMax as a start.
We are using 3dsmax to import models to game, you will find the import plugins in same folder(mods\tools)

Right, I should reformulate the question, I was thinking generally how to do any of it... like mesh editing, then texturing... And perhaps what tool(s) to use... And in the end how to actually put it in game... As a replacer for instance. Also sorry for the late response have morning shift and did overtime today.
If we are discussing character skinning:
No special treatment is needed for the head and tail. Simply skin them to a single bone to prevent distortion.
Not necessary, but a recommended option.
The optimization is not about performance, but about visual effects. Optimizing non-cartoon models actually consumes more performance.
I am not pretty sure. If you still have at least 50-60 fps then it is normal.

For some reason in first 2-3 hours gaming there will be lag, very unfortunately.
The game will then cache some files, which will eliminate any lag.
btw, You will need to keep this mod loaded for game to cache those files (you can change other mods, not a problem).
For general performance Requirements (exclude first 2-3 hours): the same as for vanilla GoH.
You can, it is for better anime model rendering.
For performance: if your pc run can run vanilla GoH smoothly, then it can run this.
PS: You will have lag during the first few hours of gameplay, which is currently unavoidable.
It is not like that: you will need some character mods. I recommend Girls Frontline Alliance.
