I figured it out you need to subscribe to the 1700_v0.4.1.1_beta_singleplayer.pack

I can't even get the mod to run. I have them all in the proper load order and disabled multiplayer and the game won't even launch?

All 11 parts downloaded/installed, no other mods. Sometimes Shogun 2 won't launch, other times it launches but crashes on every battle start. Some unit cards are Shogun 2, some agents are listed as Ninjas playing as Sweden, all units and agents have voice lines from Shogun 2. But looks promising.
