If the folder paths where you put the files are correct, then you might need to double check if you have copy and paste the path in $basetexture in Element viewer is correct, you should paste the path starting from models/workshop/…/…/… (folder and file name where you put)

You must first subscribe the following items in SFM workshop: TF2 (Hexed) General's Wear , maskless spy and Sny

The General's wear is for the tunic, in which the VMT and VTF file (generals_wear_black_color) should put in the following:
Steam\steamapps\common\SourceFilmmaker\game\workshop\materials\models\workshop\player\items\spy\generals_wear
For "stylish_spy_black_PC" and "stylish_spy_black_black_Insp" VMT / VTF files, those are for pants and inner shirts, and they should be put in the following:
Steam\steamapps\common\SourceFilmmaker\game\workshop\materials\models\player\spy

The cosmetics are mostly reskins and materials overwrite for spy’s General Wear, Soldier’s Bobby Bonnet, Sny, and peak caps from British police in Call of Duty - modern warfare.
