Hmm, ill have a look, but it is a very sizable control penalty, last time i remember it was ~150 or so vs 25

It looks like the fix is working. I have one more (debatable) bug. When I loot and occupy a settlement which is higher than tier one the buildings aren't damaged so outside of the control penalty there's not much of a downside to doing it anymore

It looks like when I colonize a razed settlement it automatically is at level 1

Fixed bug where sacking would reduce a settlement to t1

Someone mentioned on sfo discord that they were still able to get the occupy level up, but i havent tested personally.

When it comes to skaven. If you occupy at a higher level does it get reverted if the cultures don't match?
